You don't need to pay copper membership in order to participate, you know that right? If you don't mind using the forum it is intended to be used, you won't even need the membership since the first thread you start will be everything that you need in order to become Jr. Member. I personally have mixed feelings, as for me it would be totally fine if Newbie could become a Jr. Member without the need of Merit. I'd instead restrict the signature privileges of Jr. Members more heavily or remove them entirely. For me, the rank of Jr. Member shows that you dedicated time and efforts. Those efforts may not be acknowledged yet (in form of Merits), but the member made them. A Newbie is someone who is new.

he did not make his own decisions, many considerations he had to do before making a policy. at least 1 achievement is the difference between junior and beginner members, not 30 junk posts.
