Finally, my wish granted. Actually I've been discussing this kind of requirements to a group on telegram last week. I said that it's much better if the global moderator change the requirements of newbie and jr.member. This is not only to lessen the number of the participant on bounties, this is also to change their behavior and to keep on their mind that because they are here to learn not to earn.

I am very grateful that I have one, and hoping soon there's someone appreciates my post especially on local. But again, I'm happy and contented to my one merit.
