For the bounty, tokens have been allocated, so that the participants will receive 100% of them.
Unfortunately, I have nothing to do with the document and the project itself, but I'll gladly try to answer all the questions.
It doesn't matter if they receive the tokens when the tokens are completely worthless.
You are currently conducting a bounty campaign for a proven scam. The correct course of action to immediately end the campaign and cease all activity with the scammers. Wishy-washy statements like this are meaningless.
