Premine can be good, till a certain number. If the dev makes clear where the premine is used for and if it isn't a ridiculous amount you can safely say that it isn't a scam.
The % that constitutes a ridiculous amount will vary from person to person.
+1. People don't seem to realize how much 0.5% of 1 Billion is.. "SOMG, only 1% premine, soo good!!"
