Once you can provide identity doc which matches your account name, you can resolve most issues. In fact they won't ask for identity doc unless some high risk actions performed. You can free your withdraw limit with a verified account.
You can have duplicated numbers of PP accounts. They won't filter it when registration. They won't ask for doc from all accounts, otherwise will be over loaded.
