Sounds alot like an inverse curve setup where revenue is presumed to rise from a removal of any restriction to its free flow. That might well apply in a wider economy with no bias but also I think its easily possible it does not apply in this case. They say they have tested both scenarios, its a reasonable idea but I dont think its automatically the case they would receive higher player numbers as you suggest, the reason being the source of customers is not clear cut in this case. The source may not be effected by this fee in the way anticipated and its the case the site is based around the free draw more then expected.
There are design flaws in the way reCAPTCHA works IMO. Unfortunately, only Google can address that and even if they did it would only make life a little more difficult for the bots. If a human can solve it then a bot can be programmed to solve it.
They say AI is advancing greatly but I'm not convinced, most bots will still be bound to automated scripts and google should be able to avoid that. I think they also want to avoid inconvenience as its a standardised system
