My guess is that they are waiting for better market period but problem is that bear market can last for whole year. So I think it's best too just start as soon as possible.
I agree, as project development at the very end and sales are announced a few months ago there are no more reasons to postpone it....
Maybe some predictions say it will change so the team is waiting to start with that.
