Erm,  freebitco is an illegal site.  Why would it comply with ANY regulations.  It doesnt have any privacy/terms, etc because it has no need for them since it's completely illegal in the first place.  Like,  why does a bank robber need a concealed weapons license.  Same deal on Freebitco.  You can figure it out for yourself here,  you'll notice that compared to other online gambling joints,  Freebitco has all the "scam site" red flags,  one of which are those terms/privacy statements you just mentioned as seen here:  https://www.gamblingsites.com/online-casino/blacklist/  It has other red flags other than the missing legal mumbo jumbo as well.  Just take a look at it's current "contest" and read about these types of contests on the blacklist site and why they exist.

Well the website looked a little bit suspect to me, sort of very cheap looking with basic law, legislation and common courtesy missing. It claims 537 Bitcoins have been won during the last 6 days.

Those numbers are correct,  however,  you'll notice it also says NOTHING about how many bitcoins have been LOST.  There is a reason for that.  They dont want people to realize that the lost amount is CONSIDERABLY (like many magnitudes) higher than anything "won".
