I can tell you just by reading the name that it probably is a scam. Of course it is impossible to know for sure, but 99% of altcoins are pump and dumps. 
that sounds better. if ico is successful, it means that altcoin is pumped, if it fails then it is a dump or even a scam. that's what really exists in the altcoin.
