In many cases the worst thing about developing countries is not that they don't have the money to pay people for their work, especially in public sector, but that the money is constantly being stolen by corrupt officials. All of us have seen the stories of millionaires from developing countries where most people are very poor. Those millionaires are, in fact, either former or current corrupt officials or their relatives. The only hope for countries like that lies in implementation of blockchain technology in the government sector. If the movement of all taxpayers' money was absolutely transparent it would be almost impossible to steal from the money.
That is why most of the governments were opposing the blockchain and bitcoin,if it got implemented then all the transactions will be accessible by everyone and it is impossible to change any values.As you said most of the developing nations don't have the right politicians or educated one who can think about future of their country,all they were doing right now is just filling their pockets with our tax money and left the government account with none for the improvement of their country.

They say to their citizens that it is a dangerous thing used by terrorists, drug dealers and other criminals, and that's why many people still perceive it as such. Hopefully this situation will not last long because, in fact, it is used less and less by criminals and more and more by respected organizations, and the governments will have no other choice than implementing it.
