What's bad in selling merit? If all legendary are very greedy, what do that become jr. member? Also people take part in bounties and really need to be jr. member.
Merits needs to be earned,if someone caught for selling are buying they need to be punished for abusing the merit system.If you care about participating on bounties you need to make atleast one good posts which can be useful for others,that isn't hard job 
It's really not good news. The change in the rules had good intentions, but it was obvious that some people woul be ready do sell merit and for others it would be easier to buy it rather then earn.
