I don't understand Russian, so I have no idea what that thread is about.  Where's the proof of a ban for plagiarism?  Where's the proof of the ban being lifted?

As a rule, no, people get permabanned for plagiarism.  There's only one I know of that got reversed (Lone Shark), and he ended up with a DT neg because of the ban reversal.
