I think that they want to reach hardcap,that is 23 million USD if im not mistaken,so that they can implement everything ASAP.

Im sure Zeex will reach hardcap once they open it for public sale,there are many people like me that will invest!

They are probably waiting to see what happens with ETH to announce the sale.
