It's not a black and white issue, there are certainly exceptions. For example, if the technical team looks committed to the project (Linked in etc profiles loudly showing their involvement in the project) and if the whole ICO looks very well organised like in MeVu sports betting ICO, then it probably means they are in the long haul and they wont dump tokens easily.
