Definitely the best time to buy is when prices is at low. And it is also the best time to invest. When prices are low there is a big chance the you will gain big profit in the future  because the quantity of coin is larger or bigger than when the price is high. The only problem is just hold and not do panic selling if prices are staying low, just wait until your investments become high value. However, it is highly a personal decision.
