I never get hopeless. There is always an alternative way. Anyway, I am waiting for hilari's response on this topic I created yesterday. What I see is - that rule was created to stop spams....you can forget the idea of your local board.
OP is asking for a local thread only not a board or child-board. 
Make it anyway and see if it gets deleted :-)?
If it does, so be it, it will be a proof that this forum likes spam-fests.
