Hello that is a great sarcasm post Ive seen from theymos. It's sound like they endorsing a certain project but actually it's just a sarcastic approach to the SEC that keep bombarding the bitcointalk and cryptocurrency as scam. Howeycoin comes from the word Howey Co which was the case against SEC and W J Howey Co that tackles about the investment matter conflict. Which is same as the issue about cryptocurrency as investment product rather than a utility only. Here is a reference link for your info.
