The last bull run lasted for 2 years, with the look of things we will likely move side ways for 2months more which will likely confirm the bottom of the market and set the foundation for the next bull run. What people don't realise now is that the risk to reward now is very low. How low do you think BTC can go $3k IMO but how high do you think BTC can go $20k
Bull run is not even something that happens immediately, maybe in a less matured markets like the alts though, but with the capitalization of btc, expecting a bull run when we are in a bear trend is actually a very high level of optimism as far as I am concerned.
I am not saying we could not end up seeing some short term uptrend, but I still believe the market is still in an indecisive state at the moment, and with the way bitcoin actually is, I would say there is still more room to go down than up. There may be less risk now, but that is based on the assumption that the bitcoin market would go as high as $20k by the end of the year, which is something I really would not count on.
