I checked the rules, I did not found any rule for banning for promoting communal/religion based hatred. I think it is time to add below rule in unofficial list of the rules:
No hatred against any community and religion
Ban the OP under this rule, or OP can be banned for trolling also.
If Mods is still undecided in banning OP, at least OP should be tagged.
