Since they require a ton of documents from the ICOs, it's a hell of a filter to get rid of all the scams! And the remaining projects will be strictly monitored and almos "forced" to become succesful 
Basically the documents are only meant to prove that the company is legally viable and existing. The true 'power' in our arsenal is in the project management that as you just mentioned 'forces' the companies to become successful.
