quite simple, they just lock the DOGE while withdraw, and it should near be full percent sure, the price should drop dramatically after such a hurry rise, so , they can sell all the coins, after the price is down, they can buy them back and process the withdraw.

No any other coins have this withdraw issue on this site, no any other site has such withdraw or wallet issue about DOGE, and, till now, they gave no response to any of the tickets about DOGE withdraw, someone is still asking after 3 days................no response from twitter, mail, tickets............
