Who can say exactly how many tokens will be issued? 31.5M or 32.5M of KGT or another figure. I have a mess in my head and can not calculate it properly

1) Potentially distributed means that the total number may be, say, 20 million and 25 million, but not more than 31.25 million KGT.
Am I right?
2) Bounty pool (250k KGT) and Special bonus for contributors (1 million KGT) are already included in 31.25 million KGT?
