Power cut? uninstall all the vga driver with Atiman, then reinstall them. see if that works.

edit: did not see you are reinstalling Windows, but i would try just the driver first.

Have you had problems with the driver after a power cut ? I didn't think it could be that, Too late now lol, I just hope it works after all this.
