The Peepcoin supply was 56.7 billion at the snapshot time. We had to ensure there were enough tokens to cover that amount, since we must assume worst case all coins are legitimate and work backward from there.

The 1st batch is the vast supermajority of claims. Just because 30-50% of Peepcoin were staking, doesn't mean the rest of the supply was not active. Personal wallet claimants have iron-clad proof of their holdings, and the numbers broke down to what they were. There will be a lower DAPS supply than there is of the Peepcoin supply now, and then, if that helps you to understand. The blacklisted wallet amount is not a small number.
