Yes that is how the 20% Premine will be distributed.  I have added a caption that hopefully makes that more clear.

Also our first Bounty has been announced.  We are looking for some help with website design.  I could do it myself but I am not good with with colour schemes and making websites look appealing.  I also have my hands full with the GUI wallet and working on the announcement for the first airdrop.
