Well, he's right. You can't set constant block time without difficulty retarget. Not with current PoW code.
I acknowledge this - And you have a point (at least as far as target times are concerned) .... But in most respects you are totally missing the point.
Can you clarify? You can't say anything about block time for coin without retarget. You should write specs as:
Block Time: UNDEFINED / Depends on network hashrate
Retarget: NEVER
Am I missing something?
