Well, he's right. You can't set constant block time without difficulty retarget. Not with current PoW code.

No, it doesn't mean the network doesn't function "properly" It is however a paradigm shift from what everybody is used to.
To clarify, we are only arguing technical semantics. They are both technically correct.
