No. Since, you will not ask people to
bump submit reports on the thread, there will be almost zero profit for the advertiser. S/he will not get enough exposure but, of course, you should ensure the maximum result which will not be possible without allowing spamming in altcoin bounties.
And if there isn't such a board, should a board with very strict rules for campaign managers and participants be created?
