Whether it's safe or not depends on the coin chosen, because many coins that haven't hit the top 100 have prospects to enter the 100 ranking positions until the coin is problematic.
Yes you are right, this depends on how serious the project is. For me, I don't look if its in 100 ranking as long as the project is looks legit and devs are doing their best to improve the project.
