This is not bad news, we should be optimistic. This shows that the government is consciously embracing cryptocurrencies rather than rejecting them, which will speed up the cryptocurrency globally.
Either that, or it means they just want to centralise it so they have more control as to what goes on and we end up with the same system we have now just on computers instead... It's like revolutionising by going back in time
