Mix-up of BTC/USD and BTC/USDT pair.
And u recently read a publication of a major whale buying $500million worth of bitcoin using tether.
Whatever the reason, it is temporary and has not caused enough pump to cause a bull run.
The contrast in BTC value on various exchanges does create an opportunity for arbitrage trading.
