Yes it seems like the ICO's takes longer to achieve their hard cap. I think because also of the market situation now. Investors are getting tired of waiting and lost hope sometimes and also scared that they will lost their money. Its hard to take risk especially during this time. But I do believe it will go back to normal soon.
