I'm pretty sure that how today ICO running and how they can conduct the ICO that way, May be change in the future. Today conducting the ICO seems to be easy but hard for the investors to decide is it good or not 
Even with time many investors lose faith also in ICO due to it's low quality and high chance of scam. Now, I just follow the project with good team with MVP/Prototype.
