Those are not the same bank ING Turkey and Slovakia. They are different. So you can't send money as you called HAVALE
Havale is the type of money transfer between the bank accounts which are at the same country and at the same bank. So you will be able to send money only by SWIFT method to Slovakia.Also this "not able to send money" to Slovakia issue is good for you. Becuse there is no market depth in EXMO BTC/TRY and ETH markets and also spread between buy and sell orders is 1500 TL which is equal to 265 USD .
Yeah i know, when i failed to send via WIRE transfer "i tried my luck" on sending via HAVALE
which i knew would fail %99 anyways but worth to try when i see their bank is ING and i have also a bank account in ING 
About second part of your message , well having options in hand always good for an arbitrage player , now maybe exmo is not profitable arbitragewise but back than i remember days i made %8 arbitrage profit from them and they werent small amouts
So as they let TRY deposit and withdrawals option available i want to know how. Maybe not today but tomorrow it may be useful
