So in the place that i live, there is a very huge price difference between RX570 4g and RX580 8g.
considering that according to Whattomine the hashrate generated by these 2 cards only has a 10% difference, should i go ahead and buy 7 x 580 or should i buy 9 x 570 s?

At first tell us what is you hardware equipment? Especially PSU and MoBo. Can your MoBo support 9 GPUs ?
And do not forget that 10% difference of hashrate is not so far from statistical error.
