Why do you have to do an ICO?

If freelancer can just go over to the xbtfreelancer.com and find a job of their liking then they'd go there than having to wait for a project that might soon end up a disaster. Projects like this one come up every one and then, I don't see any of them had it worked and its almost two years already I have never seen that Lancer and bitjob back with beta version.
