Honestly it reflects rather not the level of contribution but previous level of activity on the forum...
As I showed some time ago many of them doesn't look like real contributors until they have not earned even one single merit for the 8,5 month:

It looks like there are really plenty of high ranked users who hasn't earn even one merit yet. Probably some of them are "dead souls" - users who aren't active for many month or even years, but for sure there are as well a lot of "ranked" users who simply didn't deserved any merit yet. This number decreases (percentage) with the increase of rhe rank, but its level in all groups (maybe exept Legendary) remains high.

Unfortunately there were no better solution - not giving them any merit and downgrading all of them to the Newbie level wouldn't be fair to thousands of users who were a real contributors but with tens of thousands of users an millions of posts there were no possibility to check a real contribution for each single member - checking each user's posts from several years to would be a job for a few hundreds mods for year or more...
1)No good because It' s not equal for all. Who is " Legendary" or " Superman" or " Full Member" have this rank 'cause the old rules. Let's start all from newbie, this is equal for all.
You forget that this forum history is more than 2018 - what about people who work hard for all those previous years they really deserves their rank... as I mentioned before it is physically impossible to check the whole period from the beginning to January 2018 and calculate the right amount of merit each "Old user" deserved.....
There are already users who made "Full Member" or "Sr. Member" rank by their selves - check this thread: "Self Made" high ranked users based on earned merit
2) All must vote for increase the rank but of the same category. ( newbie vote newbie etc)
And you could create 10.000 of Newbie accounts and vote for yourself to get a few hundreds of Jr. Member accounts than once again for Members and so on....
5)you can go up and down (not just up)
And with your army of alts you would cut out all competition and take over the forum
