Russia is not a significant player on crypto market, so I don't think it will lead to pump if it legalizes cryptocurrencies. I would rather pay attention to news from the US, China and other Asian countries, especially the news regarding regulations, new mining pools and the behavior of older ones. The things happening in these countries could really bring new uptrend.
