I don't know everything but the vote is part of the activation of the asset layer. Not sure why the vote is there as the asset layer is the purpose behind Raven.
Whoever is mining Ravencoin to RSa5JNhT8CQT44DDJ9gq2ospns5r9zBZM5 please update your wallet to 2.1.1. Your node is voting no and your blocks are the single reason assets aren't activating.

There is one address out there that has been mining to either an old wallet, or is voting No to the asset layer activation. They have enough hashrate to affect the outcome of the vote. There was some discussion about it on the Discord last night I just haven't had time to gather more/better information.
