There could be a few things happening, depending on what "fresh install" means. If you have used v4.0 previously and are on the correct chain (properly synced since the fork on July 22 to update POW algo), then you could try adding some nodes from the explorer https://explorer.zel.cash/network. When launched for the first time, it can take some time to propagate to the p2p nodes, but then it will pick up speed and build up your peers list

If you are syncing a previously used wallet.dat file from a long time ago, before July 22, then you could have old chain data. You can either reindex or delete the chain data in the \AppData\ folder (DONT delete the wallet.dat file)

Another possible is being blocked by an ISP/country firewall, depending on your location. If youre in a country thats not friendly to crypto, its possible to use a VPN.
