Most people will see about fees, send - received process/ wd ( rules transactions ) and support team exchanges. Actually there's no ideal because every exchanges have different method and policy about manage their system. But the most important is market condition, isn't good to enter right or I should wait?. I think most of people look beside fees is volume trading, because with low volume trading, it can make people not want to trade in there because lack of volume means slow moving of altcoin price.
