2. That high merit receivers/givers are circle jerking and backslapping each other and not seeking out lower rank members who are worthy of merit to enable them to legitimately move up ranks.
They aren't, they shouldn't, and they can't be forced to do so. This only really poses a problem for people that are desperate to get an account (or multiple..) quickly ranked up. I wonder what "legitimate" reason one would have for this.
