I know a real developer here in the forum who offering ERC20 Token Creation and he is asking for 100$-300$. per project.
$18 USD is too small for ICO creation unless if you are using the same script with little changes on the script, the same as who offering from this site "icoscriptinfo.com"

If you can see code of that three tokens we mentioned all have different codes as per company requirement.
But erc20 standard means it defines some common functions.. Like transfer, transferfrom etc. On top of that we can do various things like account lock and unlock facility to prevent any misuse of token or AML activities..
Burn faculty to some accounts to keep demand and supply.
