You're wrong, you don't have any reward for staking less than 10.000BOS.
To have reward you have to be member.
No you don't need to be member,you just need to hold 10K bos and freeze it to earn rewards. Members need to do KYC+10K bos then they will be able to
vote.
Public node is still in the project and planed to be implemented end of 2019. Otherwise Bos would be a centralized blockchain.
