Looks like merit begging to me.
As far as I know there is an official rule against merit begging, but it is unmoderated, and as such users can get around it.
Trust rating is also unregulated and as such DT members can give it out for what they deem fit at their own discretion
To deter other members it should probably receive a penalty.
