You clearly aren't informed. Future plans have been discussed widely and openly in the community. Literally the last Core dev call they discussed timeline and set tentative dates for Constantinople.
Also, gas price has been very manageable lately (last several months), with the exception of the duration of the LivePeer Merkle Mine. What congestion are you talking about?
