The main thing is that these licenses withstand market changes and changes in laws. The project itself can normally grow if there are good investments. Because now the regulators have started to change everything and those licenses which were enough earlier may not be enough for work.
I agree, the project will be able to continue the existence only when collecting the necessary sum of investments. All solve money, kind of it was bad.
