There is no rule. We are a self-organized community, so just let's try and be better at things we do.
Bold is for something really important, like an announcement, that you don't want people to miss.
Italic is commonly accepted for emphasis, it doesn't "jump" at you from the page like bold.
I never use italics i'm sorry its just not my thing but you can choose to ignore when I write in caps.
