It is interesting to know the answer for a specific example. The man is a health worker. He was educated in a Russian-speaking country. His diploma in other countries of the world is simply not accepted, because a person needs to protect his knowledge in another country. How will the project application help in this case?
Unfortunately, the project will not be able to help. Medical workers must retrain and receive a diploma in the country in which they work.
And unfortunately, this applies not only to medical diplomas. Many other focused professions need, at a minimum, proof of qualification.
Employers determine qualifications through testing or internships. A diploma is only a document confirming education.
