Where is your proof that the user is also ban evading? In order to evade a ban you need to have an account that was already perma-banned in the forum and so far I haven't seen any links of the said account that is currently banned. Or are you talking about one of the accounts you already have mentioned is banned already and is still using the old eth address for his new account? Also I doubt you can use his social media accounts as proof in his situation, the pictures you provided don't look like they are the same man.
